
The Saudi Ministry of Finance announced a Joint Statement with Bpifrance Assurance Export to provide a dedicated credit line on Monday 24 August 2026.
The agreement was signed on behalf of the Ministry of Finance by Mr. Hani AlMedaini, Chief Executive Officer of the National Debt Management Center, and on the French side by Mr. Denis Le Fers, Chief Executive Officer of Bpifrance Assurance Export.
The joint statement aims to strengthen economic, commercial and investment cooperation between the two countries through the provision of a dedicated credit line, structured as a shopping line, with an initial amount of up to USD 5 billion. It also provides for joint efforts to finalize the operational modalities of the credit line, ensuring that implementation proceeds promptly and in line with the timelines of the relevant projects, while maintaining a regular and structured dialogue to ensure its smooth, efficient and coordinated implementation
The facility would finance and refinance existing and future contracts undertaken by French companies in support of the objectives of Saudi Vision 2030, with a particular focus on infrastructure, urban development, transport and healthcare.
The joint statement comes within the framework of the “Roadmap for the Next Decade,” signed between the Kingdom of Saudi Arabia and the French Republic in December 2024, which reflects the breadth of cooperation between the two countries and the shared ambitions of Saudi Vision 2030 and the France 2030 plan.
