- The vehicle must have a valid periodic technical inspection
- Valid insurance must be issued in the name of the government official, not the entity
- Ownership transfer fees must be paid under the name of the government official
- Any unpaid traffic violations recorded under the name of the government official (if any) must be cleared
- Any active reports associated with the vehicle intended for transfer (if any) must be resolved
